Kyrgyzstan Participates in the Asia-Pacific Ministerial Conference on Digital Inclusion and Transformation

From September 3-5, 2024, in Astana, the Asia-Pacific Ministerial Conference on Digital Inclusion and Transformation will be taking place under the auspices of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The conference has brought together representatives from 62 countries of the Asia-Pacific region to discuss issues of digital transformation.

Kyrgyzstan is represented at this forum by the Minister of Digital Development of the Kyrgyz Republic, Nuria Kutnaeva.

In her speech, she highlighted Kyrgyzstan’s significant achievements in digitalization, noting that digital transformation is a priority for President                               S.N. Zhaparov and the Chairman of the Cabinet of Ministers of the Kyrgyz Republic, A.U. Zhaparov.

Specifically, she noted some results of digital transformations:

-Increase in tax revenues: The implementation and integration of about 30 information systems in the Tax Service have tripled tax collection. The digitalization of tax procedures and the creation of a platform for tracking goods and controlling smuggling have significantly reduced the shadow economy.

-Growth in government investments: Increased tax collection has allowed for higher salaries for employees of budget organizations and significant investments in social projects. In 2024, at the initiative of the President of the Kyrgyz Republic, 100 factories and plants were launched, as well as over 100 social facilities, including schools, hospitals, and libraries.

-Expansion of digital services: The free issuance of 1.8 million cloud electronic signatures to citizens and legal entities, of which 1.5 million were obtained by citizens online through mobile applications, provided access to government services, including for citizens abroad.

-Digitization of documents: Key documents are now available in the “Tunduk” mobile application, eliminating the need to carry identity cards or driver’s licenses for use in banks, on domestic flights, or when interacting with the patrol service.

-Registration of legal entities: From August 27, 2024, the Ministry of Justice has implemented an online system for filing applications for the legal registration of organizations.

-Registration of newborns: Previously, about 7-10% of newborns in Kyrgyzstan did not receive birth certificates in their first year of life. In 2024, a system linking the Ministry of Digital Development, the Ministry of Health, and the Ministry of Labor was integrated, allowing for the tracking of the registration of 100% of newborns and ensuring their documentation.

These measures demonstrate the state’s commitment to digitalization, which not only improves the quality of life for citizens but also enhances the efficiency of management and control at all levels.

On the sidelines of the conference, Nuria Kutnaeva held bilateral meetings with the heads of the ministries of digital development of Kazakhstan, Uzbekistan, South Korea, Iran, Mongolia, with directors of the digitalization department of the APIS ESCAP Secretariat, and the Asia-Pacific Training Centre on Digitalization and ICT ESCAP.

 

The Ministry of Digital Development of the Kyrgyz Republic intends to continue actively promoting digital services and digital transformation for the sustainable development of the country.
